Well my mom was telling me that red beans and rice together make a good protein. This true? If so, why/how?

Red beans are missing some amino acids. Rice has those amino acids. .5+.5=1

It has more protein than rice by itself but not much per calorie compared to meat. A cup of rice and beans is probably about 200 calories and 10g of protein. 200 calories of Chicken, turkey, etc, are probably at least 40grams of protein. I use it as a high protein side dish but not as a man protein source (mostly carbs).

Good rice and bean recipe
Stuffed Peppers
Mix rice black/kidney beans, rice, canned tomatoes and chili powder with cooked ground meat. Fill large raw bell peppers with the mixture and top with cheese. Place in oven until peppers are tender.

Beans and rice mixed together are a staple of my latin american brothaz' diet. :P

You can get sufficient amino acids to survive from beans and corn. That's not to say you should eat it all day everyday. Where's the beef, brah?
