Do many reps, and low weights....it should help you get vascular...

I'm not very vascular even at 8%bf (female) I was told it can be genetic? I'm mean how much lower could I go before death..lol

You're right. To some extent it is genetic. If you're not seeing them at 8%, you're probably not gonna show a lot. Make sure you're consuming your EFAs, and that you are storing enough glycogen. I'm really blessed in this department. My arms look like a roadmap even when I'm around 10%.

I think it has everything to do with bodyfat percentage. I always have nasty veins sticking out of my arms unless I am bulking.

Veins is very genetic.... I am around 10% bodyfat and right now (an hour after my workout) my veins dun show in my upper arms.... while training and my blood is flowing they pop out.... in my forearms you can always see them.... soI believe it is mostly just genetics....

Tim is correct, it is bodyfat %. You shouldn't have veins showing when you are in a bulking phase. When you cut down and have a lower bodyfat percentage then you will see the veigns. Just because someone has rediculous veigns, it does'nt mean they'll win the contest they're in either. Also what goes without saying, you must train hard too.
