I just tried this recipe, and it is pretty good and low-carb.

1/2 packet unflavored gelatin (1/2 tbsp)
1/8 c cold water & 1/3 c hot water
1 c heavy cream
1/2 c splenda
1/3 c unsweetened dutch cocoa
1 tsp vanilla extract

- sprinkle gelatin over cold water, let sit to soften for a few minutes
- whip cream with splenda and cocoa until stiff, blend in vanilla extract
- boil or heat water, add to gelatin
- pour gelatin mix slowly into cream mix, beating to incorporate
- refridgerate at least 30 min before serving

... It's not quite as creamy as traditional mousse, but it sets up well and has a nice, strong chocolate taste. :)

doesnt a regular mousse use eggs? thats definitely low-carb

Yes, a lot of mousse recipes have egg yolks or whole eggs.... but I wanted to use splenda and cocoa instead of chocolate, which makes it difficult to do that way (as the eggs are usually heated in with the sugar/chocolate and granular splenda does not cook right in comparison).
