I usually workout my upper body every 2 days and rest on weekends. I did a workout on Monday, and today is Wednesday, but parts of my upper body (forearems, biceps, and pecs still have that tight feeling. Does that mean I lifted too hard on Monday? Is it bad?

just go with your gut. If you feel you can have a productive workout, then lift. I ususlly lift one body part per day so i can go to the gyn nearly every day and train something, so by the time I loop back around to a certain muscle group again it has usually recovered. But if it is still sore, or you're low on energy, take a rest day and fully recover.
