Red spots on the back of arms?

These spots are on my triceps, but not very evidently. I recall someone telling me they had something to do with an inadequate balance of fats in one's diet. Which would explain the large amounts of them on some rather unhealthy looking individuals. I was wondering if anyone knew the actual reason they were there?

Any help would be greatly appreciated.
BTW. I guess concerning my fats, I probably have more polyunsaturated fats, then mono's, then saturated.

yeah i get them a little bit on triceps and sometimes biceps. Mum had them when she was my age apprently, she said it went when she was like 30, so 15 more years : ( lol.

No lots of guys at school have them too. I think its a form of X-ma or mild one. I dont know though. All i know is that they calm down A LOT of you get warm or hot. I sat infront of fire for like 10 minutes and they went, But im not sure. Moisturiser works quite well too.
