Calf size is extremely dependant upon genetics. Im lucky and I got big calves from my mom's side of the family. All you can do is switch up your routine, and work them really hard since they have incredible endurance. Also you should work them multiple times per week, as they can recover quickly.

your tall so thats gonna be a big handicap.. i know my calves are terrible. My arms are the same size as my calves LOL
In my experience.. lowering the weight and getting a full range of motion for higher reps helped my calves. Dont lower the weight too much, just enough so that you can do sets of about 20.

the secret is that calfs can take a good beating...since ur legs are moving the whole day, u shuldnt train them lightly like u do for other muscles.
this helps ALOT- walk around on ur toes most of the day or even when your walking normally just raise ur heels up a bit and make it regular.
also when u do work them out, do heavy weight low rep and light weight high rep a mix of both and do it till it burns!! dont whimp out
and most importantly you gotta get enough protien/carbs/ other important vitamins etc or they wont grow, I had small calfs about 2 weeks ago, but they have grown approx 2 cm a week and still growing with this routine. and work them out 2-3 times a week and make sure you BURN THEM OUT.
if u can still walk properly or not feel any pain it means u didnt work em enough. Yu gotta get that painfull stretch feeling the next day then you know u did a good job
