weight gain for girls
No, I have plenty of size in my legs. I am just trying to get my upper body up to par with my legs.

OK, in your work outs use big mass movements like Squats, Rows, Bench Press (regular and close grip), shoulder presses. If you can Dips and Chin ups too. If the gym has an assisted chins and dips station great!! Also, add meal replacement shakes or weight gain shakes and creatine for suppliments.

Um.... EAT!!!
That's your number one priority. You need 6-8 meals a day. Don't throw a bunch of stuff in there all at once, try to increase your cals by approximately 250 per day every week. If you eat clean, it really helps also - in gaining muscle but not fat. Lots of protein, low glycemic carbs, and clean fats. But a burger now and then won't hurt too much.
Is it just your arms and shoulders? I would think you would want to exercise your full body, at least the legs.
