What is the best exersise for your pecs/chest? Flat bench press or inclined? My chest is in bad shape. I have A cup boobs.

Sounds like you need to lose a little bodyfat first buddy. The key to that first and foremost is diet, add in cardio and weight training and you'll be on your way.
As far as the "best" exercise for chest development I don't thing there one movement that everyone will agree on is the best. The three staple exercises I like to work with are barbell bench press, incline dumbbell press, and dips. Some people don't like BB bench because of the stress it can put on the shoulders. I haven't had any problems.. yet. In the end though you've got to find what works for you.

For complete pec development, use the following exercises:
Bench Press (Flat and Inclined)
Dumbbell Press (Flat and Inclined)
Dumbbell Flyes (Flat and Inclined)
Dips
Cable Crossovers
Weighted Pushups
Also work on your posture.
And do not neglect the Pull movements (Rows, Chins, Deadlifts); getting stronger in these lifts will indirectly assist you with getting stronger in the Push movements as well as contributing to a more balanced physique.
If you want to show off the size and shape of your chest to the best of its abilities, diet down, that is if you're not already a 6 ft 135 lb twig.

These are basically fool proof for pec building. Once you get basic size, you can then start working on different aspects of the chest.

Already got some great advice! Do not limit yourself in terms of thinking by selecting "best" exersize. Your gonna need to hit chest with a couple different exersizes. Depending on your workout (if you hit chest once or twice a week) you can vary it up. Hit barbells workout one and dumbbells workout two. Just an example.
In my own personal opinion, incline dumbbell press is a great chest builder. I love using a bar on inclines, but feel it in my chest, front delts, and triceps. When I use a dumbbell, I get a little less delt work.
Lately I have been finishing my chest workout with the hammer strength machine flat chest press. I do these one arm at a time in a slow manner. It hits nothing but chest (for me) and provided a wicked pump.
I would take the advice you got here and run with it. Diet and cardio will give you results a lot quicker than just doing chest alone!NASM-MMACS
