I have always had huge arms even since the 2nd grade. This is a picture of my right arm, it is 15" after 1 year of training. I am 5'6" and weigh 142 lbs.
For those of you that don't believe it is genetic, my bench max is around 170....

one suggestion
Some forearm work is what you need. In my opinion they look small compared to your biceps.
Remember to vary your repitition scheme.

My forearms dont need any work I don't think, if I were competing they probably would, but I do plenty of exercises that hit my forearms and they have been trained equally with all other parts of my body. I think that the shape of my biceps just makes them large, they are rather compact and have a nice peak to them.

yea...i think you should look up the proper meaning behind "genetic gift"...
11 inch arms before working out means you had arms like most of us prior to lifting, probably even smaller than most.
if you're referring to the rate at which they grow...a year of training is a long time to get that size. i'd rate your bicep growth speed at about average to above average.
as for having 15 inch biceps...almost anyone that has been lifting for a few months with some ethic can achieve this. if you have been training for one year and your arms were smaller than 15 inches id be surprised.
as for the shape of them, maybe THAT's where you think youre genetically gifted. they look pretty normal to me. not to say they look bad...good job on sticking with a program for a year. but biceps should be the least of your worries...pack on some mass. if you want to impress people on here, bring up your bench and more importantly deadlifts and squats. you will gain size all over if you do those last 2. the increased testosterone they cause may even help your precious biceps! or come back in another year with another 4 inches on your arms and maybe THEN ill be impressed lol.

look great work ok you went from 11 - 15" thats good hardwork sometihng to be happy about. people just dont like to here teens talk themselves up by saying there genetic gifts.
