Don't understand how rep points work?

Few questions.
1.How come sometimes you'll get a bunch of points from one person, than the next time you might only get 1 point?
2.I'm guessing the green bars go by how many points total your user cp says you have?
3.What does the number beside the green bars represent?
so i guess thats all my question.
Oh can u guage how many points your gonna give someone else?

1. The more reps the person has the more it will affect how many reps u get. ex. if i repped u u would get 191 rep points but it wouldn't change the number beside ur green bar unless u only needed that many to get another number.

3.for every 1000 rep points u get u will get one more number beside ur green bars
