Bulking puts more fat on your face... cutting takes fat off your face.

apart from that no it dosen't change your facial structure.

I would assume its the amount of stuff they take that changed what they look like mostly. stuff like HGH is said to effect bone density, as well as most of your bodies entire composition, not just the muscle. tension from lifting heavy weights may bring out the veins in people's faces. having a low body fat will effect the face because most people hold some fat in their cheeks. other than that...can't think of another reason why it would.

I would imagine that maybe their necks widen a little from lifting (god forbid that happen to me!), maybe creating an illusion or something. I've also noticed they're really vascular. Is it really from just heavy lifting, or more like improved circulation or something?

Think about it logically bro, if your muscles increase in size, they need a better blood flow, thus blood vessels need to increase in size to be able to transport this blood more effectively.

When I was skinnier, my hands were sort of veiny and you could see the beginning of a vein on my forearm...I was kind of grossed out...haha. But I'd kill to have that again vs. how I am now. Oh well, working on it...

WTF are you talking about? a big neck is cool.
if you do upright rows and shoulder shrugs, your neck will be worked to a degree.
hell, i do exercises specifically for my neck.
the neck is the first thing people notice. when you're wearing a suit, your muscles don't show. OK, big shoulders will help show that you're well built, but your arms, abs, chest, lats - none of these are apparent when you're wearing a suit. your neck however, is. a big neck will be seen in whatever clothes you're wearing and portrays the image that you're well built.
i mean, have a look at these guys. they both have great physiques, but the first (John Basedow) has a pencil neck. who would you rather look like; this:

That was my point. Brad Pitt blatantly hasn't done roids and has a large jaw line. Pelous's jaw line isn't as exaggerated as Pitt's yet Frodo16 said "It is extremely obvious that he has been on roids".

by the way, bodybuilders who have larger, strange looking jaws have probably used hGH. excessive hGH can lead to a condition called acromegaly, which can cause jaw disfiguration and problems with internal organs.
hGH is a nasty thing to use; IMO you'd have to be a complete f*ckwit to use it. its use is extremely dangerous.
