Yngwie Malmsteen, if you listen closely he's amazing. Hendrix and Santana come to mind also.

Jason Becker was f!cking incredible! Imagine how good he would be today if he could still play. Sad really. If he hadn't got that disease he would have been the most technically accomplished guitar player of all time. He's quadraplegic now.

As far as technical skills Yngwie Malmsteen or Steve Vai by a longshot, but there is more than just speed to playing guitar. For example Joe Satriani or Eric Clapton can create some very emotional songs but are far from speed demons (actually Satriani can play pretty well too ). My personal favorite however is John Petrucci because I like his style and the type of music he creates (SFAM: Home).

The Fact Marty Friedman hasn't been mentioned is an outrage. Listen to the solo in Tornado of Souls with megadeth, thunder march or any song for that matter. If Becker is the technique god then marty takes feeling to another level.
I like Gilbert+Tafollas albums.
Vinnie Moore has a couple of good songs
Axel Rudi Pells solo in the song Magic is undescribable...
If you go by Pure technique then Micheal Dangelo is the most accomplished guitar player ever. Just imagine doing sweep picking @ 200 BPM in sixteenths septoles playing upside down.Rebuilding the ruins... stone by stone

i dont know exactly which list you are speaking of, but post it and i guarantee there will be many guitarists on there who have no business being on a top anything list while some of the greatest of all time go unmentioned.
