whats considered overtraining??

When working out each muscle twice per week, is that overtraining? I have been lifting hard for about 2 years , and i feel like i have reached a plateau and i havent seen any gains recently. Please give me some advice on what to do, thanks.

doing a fullbody workout 3 times a week is probably the best way to go about it
