is there any way to put on muscle while losing fat? not at the same time, but like i know people bulk to get big, then cut to lose the fat. is there any way i could do both?

you should go for 6 high protein medium (possibly lower medium) carb meals a day and workout 3 days a week, u may also add 2 cardio days for example
