I've seen powerlifters, but not bodybuilders. The powerlifters had really good weight to bodyweight ratios.

I think the reason there are no midget bodybuiders is because these guys killed them..YOu have to read the story

Remember Toxic Avenger from back in the day? lol, the 2nd movie I believe had a black midget in it who was f'n phsyco..... I think he was somewhat of a bodybuilder at the time lol. Toxic Avenger, awesome.

Flavio Baccianini is 4' 10" and probably the highest ranking bodybuilder ever that is under 5 feet tall. He weighs in at 145lbs, though this seems very light to me even at that height. Derik Farnsworth is 5' 2" and 154lbs, again this sounds rather light. Mark Dugdale is 5' 6" I think. I'd only really call Flavio a midget, and then that's borderline really. Also there was an interview with a new professional on bodybuilding.com a few months back who I think was fairly short, it had pics of him as a mechanic, but I can't find it now, might have been one of these, does anyone know?
