It looks ripped. People "deexaggerate" their bodyfat just like they exaggerate their height. The average guy who is 5'10" will say he's 6'0". Same with bodyfat.

10-12 percent is in pretty good shape. Many times here begins to be a bigger difference in appearance when going from 12ish to 10ish BF%. As far as how it looks, that depends on a ton of variables, and everyone will look differently. How a person looks depended on genetics and muscle size primarily. Most people relate abs to fat loss, which is a decent indicator. At 10% is where abdominal muscles start to become more well defined for most, but some people with highly developed abs may see them at 14-15%. Some people also relate vascularity to fat loss, which is sometimes true, but also very dependent on genetics.
Basically, you just have to do a caliper test to see where you are. A 7 or 9 point test is more accurate since it will vary if you you carry fat differently from the majority. You can find information on this site or many others about how to properly use calipers. Proper use is one of the biggest issues with caliper use. Here is a link to pics of derek, aka Beast on BB.com. You will find in looking that the pictures themselves also can make someone on film look much differently. This is evident when looking at differernt pics of Derek and comparing to John Stone.

Derek measures 5.2% and adds 3 for error, but looks like John Stone at 12-14%. If you actually read John Stones measuring technique you will see that he uses an average untill very recently. Some online calcs are WAAY off which skewed Johns early reading up by a good bit.
If you study just the two examples of Derek Charlebois and John Stone you can see that they look very different at the claimed BF%. One thing that helps John Stone out a little bit is that he is more than 10 years older. As you age, skin thins out and actually make you look more ripped at a higher BF%.
