I need your help, Ladies - My patrons have questions

The more I look into it the more I see that there isn't anything to be done other than surgery, assuming a drastic drop in bodyfat doesn't do the trick. Regardless, if you have any thoughts, we'd like to hear them.
Hey there, everyone,
My name is Patrick and I lurk here fairly frequently - you all have more knowledge than I know what to do with. In any case, I work at my local gym and one of my "patrons" is looking to accomplish goals that I don't know much about. To the point, she is very buxom and is looking to target her fat loss in an effort to cut her chest a bit. We all realize target-cutting isn't possible and her problem is compounded by the fact that even when she does lose weight, she seems to hang on to it in her chest. First to gain, last to lose - that type of deal.
I am told that she once cut nearly 20 pounds and still maintained the majority of her cup size.
With that said, can you offer any recommendations to me that I can forward to her. (She is also going to be reading this, or at least I told her to check into it). The short term goal is to fit into a Geisha-type dress in the next month and the long term goal is to alleviate back problems to some degree.
We are trying to avoid surgery at this point, though it may be necessary in the future. I apologize in advance for any ignorance, etc., a guy can only know so much. =)

You don't know SQUAT

The only thing i can think of, besides proper diet and cardio for fat loss, would be to tone the underlying muscles. Bench pressing, push ups, flies.. She'll have to build some solid muscle underneith, and that should help. Also, she'll have to train her back and rear delts, (rows, pull downs- of all kinds, check the excersizes in the main site.) to help support her chest, and to give her a better posture. She probably won't see anything drastic for her short time goals, but over time, she can improve her physique. Personally, the pain i get in my chest after chest day is one of the worst "sore feelings" for me, so since she'll be training it so much, she should get some epson salts to relieve the stiff sore feelings.
