Question Workout routinge tips for strength?

Age 20
Im 5-11
Body fat last i knew was 11% back in my junior year in high school.
Been training lightly for 4 weeks

Mail Goal:
First off im a bullrider and weight 155, pretty much no muscle. Have been lifting on and off over the years and havent gained much. Want to gain mass strength weighing under 185 (close to anyway). Im willing to dedicate everything to doing this and just want some suggestions.

Right now i dont have a basic routine i just go in and do bench and squats and pretty much anything i can think of three times a week.

I really havent seen any gains and the reason im posting is because i want tips on specific points of strength training and im focusing particularly on my upper body strength and inner thigh strength.

Main focus is to get as strong as possible whatever it takes. I am truly a scrauny ass twig seriously. Ideas on training and nutrition? Not asking for a whole freaking routine or anything just want some tips.

PS: NOOB (sorry if this is the wrong place to post)
