I was j/w cuz ive been bulking but think ive gained a lot of fat more than muscle. My arms measure 14.25'' flexed and calves 17'', is a lot of my gains fat to only be 14.25'' at 176 pounds? Please help.

It is 100 % impossible to answer that question. Hell, you didn't even give your height.
There is no "AVERAGE" arm flex size.
If you feel like you have been gaining more in fat than muscle, you probably have.
If you just think you have, because your arms are small, then, well, I am not really sure.
