thick arms
does anyone now how to add thickness to the width of your bicep and tricep?

Hit the triceps hard and heavy (due to them being 2/3 of arm). Hammer curls amd do a lot of heavy compound work.

Which doctors say will mostly thicken your waist, making your arms look smaller in comparison, make you thicker boned, etc etc.

Compound movements
From my experience, it's very difficult to add inches (or less) to the arms, without overall body mass addition. A couple of exercises each for the biceps and triceps per week, in addition to the others, should be sufficient.
The drug free answer is doing the basic exercises and eating sensibly. I've managed about half an inch/year, on average.

I've seen guys with scrawny as a rat bodies and huge arms. It looked stupid, but they obviously didn't do heavy compound exercises...

yep
The "add overall weight for arm size" is far more applicable to more experienced lifters than newer trainers. Even then people can change their proportions to a decent degree with specialized attention on certain parts. Anyone who's ever brought up a lagging part should know this well.
Bodybuilding certainly would be a lot easier if everything grew in exact proportion, but unfortunately that isn't the case for 99.9999 percent of people.

What's really really really sad, is that the answers are already right there.
For a HUGE majority of people...
start on a full body 3x per week, add body part volume while reducing body part frequency as you progress. It's that friggin simple. It isn't "1 bodypart every 2 weeks for 70 sets" OR "Soviet/Bulgarian each bp 10x per week using 1 exercise each". There are middle grounds.

i used to have 16.5" arms with like a 39" chest if I can remember correctly. You dont have to be big anywhere else to get your arms big. I must add, it does look stupid having all arms and nothing else. Im glad I've changed that.
