Hey. Going to the gym for the first time ever this week, I'm a little lost.
So, first of all, I'm not sure what my bf% is and whether I should start by bulking or cutting. I'm also not sure how relevant this info is, but to give you some context, I used to be obese during my teens and lost that weight a couple years ago. From then on I've been relatively stable around ~75kg at 175 cm but besides running haven't really done any exercise and I feel very weak.
Any advice? Thank you.

That's a very common build for someone who isn't active, gets next to no protein and is in a very slow surplus. I'm guessing OP's diet is mostly high fat/high carb; reading the nutrition and losing fat stickies would be a good place to start.
As the guy above points out, skinny fat can usually be fixed in 2-3 months by eating in a deficit and running a full body program like Fierce 5/SS.Calories In, Calories Out.
