I take it with milk after my workout because your body needs not only proteing but some carbs as well. At all the other times I take it with water.

After lifting, our bodies need the protein ASAP to begin to repair our muscles and any sort of fat slows down digestion.
Only reason i say not after workout

Not that my grammar is perfect, but your post is a bit difficult to understand at parts. For future reference, you might get more help and quicker, if you make them a bit more easy to understand.
On-Topic
For me it all depends on calories I am shooting for in the day. USUALLY all my protein shakes during the day are made with water (to keep calories down, and because its the only thing I have easy access too) at the end of the day when I am at home, I usually add milk to my protein shakes though.
There is not a "wrong" or "right" way to make the shake. It all depends on how many calories you are going for, what you have available to you, what you enjoy drinking (because if you don't enjoy it, you wont use it).
Good luck!

He's from Pakistan. Ease up on the guy....
I understood you fine, ashbiel20. Both milk and water are fine. If you are trying to eliminate extra calories, use water. Veggies are always good, if you fit them into your daily intake. Almonds are a good source of fat, as is olive oil.
Have a good one.
