Unless you find a CBR250R that was actually sold new in Aus (unlikely) all you'll end up getting is a bike thats been sitting over in Japan for 10 years w/ out as much as being turned over, out in the sun in the ocean air at the docks waiting until it turns 10 years old and can be imported.
They buy them by the container load, bring them over, respray them (so lazy they don't even clean them first) get any surface rust off, write "complianced 2007" and are selling a 10-15 yr old 250 for $8000.
Sumoto horror stories are very common.

The frames are different
R - a simple 5 section box twin spar alloy frame similar to most sport bikes RR - wider and more stylish twin spar frame that allows easier access to items such as the radiator cap. Longer head stock.
The Brakes
R - a single 330mm disk with a single two piston caliper
RR - duel smaller disks (whose got the measurements?) each with a two piston caliper.
Rear Suspension
R - straight box style symetrical swing arm, with a vertical shock
RR - gull arm swing arm, asymetrical, with a more horizontal shock (about 30 degrees)
Fuel system
R - Pump fed, adjustable float heights, smaller jets.
RR - Gravity fed, fixed floats, larger jets.
Engine
There are few differences the engine, externally they are the same.
Check the maintainance guide for all of the differences.
They make the same power at the same revs. The rev limiters are both set at 18 500rpm despite the RR's tacho reading a redline of 19000rpm.
Seating
R - More padded seat, more upright position
RR - Firmer seat, more sporty position
Physical appearance
R - Clip ons mounted on top of triple clamp, rear fairing meets under tank, (fake) ram air ports are horizontal next to headlights, single brake, lower rear end, exhaust mounted to the same bracket as pillion pegs, contoured spar frame, unsculpted top of tank and no sculpting on the rear fairing, the tail light section is considered better looking and less prone to cracking, the lights sit into the body work more.
RR - Clipons mounted under triple clamp, rear fairing sits behind tank, (fake) ram air is verticall under the head lights, twin front brakes, higher rear end, "bent" swing arm on the exhaust side, pillion pegs and exhaust bracket are seperate, stylized frame, sculpting on top front of fuel tank.

Sorry but the RR isn't anymore powerful then the R.
I doubt the school used a CBR250, are u sure it wasn't a CB250 because if it was my bikes I wouldn't want learners smashing CBR250R fairings on a daily basis.
Also the Kawasaki ZXR-250 A/C is a more powerful I-4 4 Stroke 250.
Regardless I wouldn't buy either as a first bike because when you drop it, smashed up fairings will = sad panda.
edit-Theres no such thing as a 4 stroke 250 w/ "a bita power" either.

ZXR-250C is the newest, but even it isnt "new" they stopped making them along time ago. You'll find alot of them misquoted as ZX-2R or something like that.
ZX-250A: Sold from 1989 to 1991.
ZX-250C: Sold from 1991 to 1999.
250A has 2 indvidual lights.
250C has a joint 2 lights.

Thats a ZXR-250C
The ZXR-250C is more powerful, but your not necessarily going to get a "better bike" seeing as they are at 10+ years old.
You could buy an absolute heap of ****.
Either way the new 250 Kawasaki is.
It's not any faster then the GPX250 (EX250) it replaces if anything it'll be slower because its heavier and uses the same 15 year old engine as the EX250 it replaces.
Also if that new 250 is made in Taiwan like post the 2001 GPX250s are, its going to not be drop friendly at all.

It depends on the state.
VIC/NSW has LAMS which works by power:weight ratio so for eg, you cant ride a Aprilia RS250 2 Stroke but you can ride a Ducati Monster 620cc. It has on the website all the bikes which are LAMS approved. If the bikes power to weight:ratio doesn't exceed whatever the requirement is then its allowed to be a LAMS bike. Even though the RS250 is a 250 it's power:weight ratio exceeds the limit and isn't lams approved.
QLD has a restriction on capacities,
RE class license = 250cc or under.
R class license = 250 and over.
In QLD you can ride the Aprilia RS250 but not the Ducati 620 if you're on a RE Class license, which is the first license you can get.
Then there Q-Ride in QLD which is an entire more complicated thing.
Edit Q-Ride is probably going the way of the dodo in the middle of this year, theres been an increase in fatal accidents since its induction.
Those other states, no idea.

Netrider people will tell you to look at a VTR250 as a first bike and they're spot on telling you to buy one, they're probably the only 250 that people ever keep long term hence the un-realistically high second hand prices.
Styled like a mini Ducati monster, a little v-twin 250 naked bike.

In QLD yes you do when your on a L class RE license.
If you have a P class RE license you can ride a bike bigger then 250cc if your accompanied by a rider with a open R class license.
L RE Class = Supervised at all times
P RE Class = Non supervised on 250cc bike/ Supervised on over 250cc bike.
P R Class= No supervision on any bike.
