For me, my chest will get sore regardless of how hard I train but my back never gets as sore. I still seen gains so i'm not saying doms is a tell tale sign of growth but why does this occur?

There's myraid explanations of this question.
Teh one that makes the most sense to me is that certain muscles better lend themselves to slow negatives. A major factor is that a lot more heart is put into chest training then back training (this is just how it is and I'm not accusing you of anything )
Let me assure you-you just give me any muscle group-and we can come up with a routine that'll get you some mad DOMS. It won't necessarily be more effective though.
Try some wide grip pullups and rows for your back-that'll get you plenty sore.^^^^^^^^^^^^^^^^^^^^^^^^^
