I ran a 4.66 when I was a beginner in lifting and around a year later with proper training I was down to a 4.4-4.45, so it is possible depending on your situation. I ran a 4.66 with maybe a little more then a month of training so when I went to the 4.4 area it was because I didn't have much lifting experience and wasn't reall running at all before and I got a lot of beginner gains.

leg weights.
its almost like a cheat. If you can put strap on weights on your arms and legs do 95% full sprint for the 40 then get a solid 2 minute rest with the weights on. Right before you start before your real one take all the weights off. I dropped mine from a platued [meaning i couldnt get quicker] 4.8 to a 4.72. A little trick my coach taught me actually.
Its the same mentality cross country runners have before races. They do 150 meter sprints about 5 times just minutes before their big race, so when it comes race time, the pace of the race seems a lot easier than if you were to just go out and with no sprints. No guarentee but worth a shot. good luck. And no that will not drop you to a 4.4, but could drop you a .1 if your realll lucky and your time keeper has a quick hand. actually it depends. From personal and social experience, the rule is that most people speed threshold at about 4.4, unless they are naturally born with speed. and in theory a person can take .2 seconds off their time eveyr 2 months of prper training.However, there is proven evidence that with out maintence of strength and and proper training that this boost of speed is temporary as like vertical jump.
and as for fast, most people consider anyone 18 or under and runs less then 4.5 is elite to most scouts.
