Once the water's boiling 7-8 minutes is about right. After that, immediately drain them, and fill the pot with cold water (I even throw in some ice). This will help the shells separate from the egg, and make them easier to peel.

I've seen so many variations of hard boililng eggs, all of which work i'm sure. I put my eggs in a pot of water and when I turn the stove on, I set my timer for 20 minutes, they come out perfect. That way I don't have to sit and watch for them to boil and then turn the timer on.

I can't cook, but I can boil an egg. I usually let it boil for 10 minutes then soak it in cold water.

Another variation that works, especially if you forget that stuff is on the stove sometimes:
Pot+eggs+water
turn stove on high
add a couple of shakes of salt (gets water hotter before boiling point)
when the water is at a rolling boil (time depends on egg# and amt. of water), simply turn the stove off.
The hot water will continue to cook the eggs. Since it will take 5-6 minutes to boil the water, if you let them sit on the stove for 20 minutes they'll still be fine. Just make sure they're on there for at least 10.
Definitely do the ice trick mentioned. The colder they are, the easier it is to peel them. I drain them immediately, pour in tap water to 1/2 full and fill the rest with ice and throw it in the fridge. 10 minutes later they're ready to peel.

A trick to tell if the eggs are done:
Take the egg out of the hot water and spin it. If it spins perfectly it's done. If it wobbles, it needs more time.
Try it.
Spin the egg before you put it in the water and notice how badly it wobbles. Then spin the cooked eggs. Drastic difference.

^^^^but if it's soft-boiled it'll still spin like a hard-boiled. only if it's pure liquid will it wobble.
