Boosting Mass Of Un'Flexed' Muscle

I'm 23 been working out for about 2 years. I have seen huge gains but I can only notice these when I flex. I find especially my arms and chest. When I flex they pop out and feel great but when they aren't I feel as those they are deflated balloons or something. Do I have poor density? or is that just the way my muscles are built? (If so is this genetic or have I done this to myself?)

Normal Workouts: Back, Rest, Chest, Legs, Shoulders, Arms, Rest.

3 Sets 8-10 Reps for Failure.

Everyone is quick to hop on the genetic band wagon. Your own mind and training hold you back. You need to look and focus on different movements to develope the whole muscle. If you keep thinking it's genetics then you will never reach where you want to be. Ask someone to critique your workout, training, diet and form. Then go from there.

Sarcoplasmic hypertrophy vs. myofibrillar hypertrophy.... If you have more myofibrillar hypertrophy, your muscles will look harder when unflexed. If you have more sarcoplasmic hypertrophy, which I suspect you do with the traditional 8-10 reps, then you will have to flex to make them pop more. If you want more myofibrillar hypertrophy, then you should switch it up and try some lower reps, like 1-6, in your workouts.
