Bulking is the increase of calories over maintenance level, which therefor attributes to "weight gain". The calories typically are considered mostly of protein and complex carbohydrate calories, with some fats to have the best results.
The weight that is gained is completely up to many variables including diet, sleep, genetics, workout duration, supplements, intensity, and structure.
Bulking is done incorrectly all over this site, with a few handful of people that actually do it correctly. A correct bulk is a surplus of calories which is no more than 500 calories surplus over your maintenance level. This should attribute to about a 2-3lb gain a month.
Some people have an idea that they can build more muscle than anyone else (don't dare expect more than 2lbs a month MAX for a natural builder) which deems them "alpha", so they stuff their faces all day, and gain 4-6+ lbs a month. You see it every day in the photos section. They are called fat people.
Bulking typically, if done the best way possible, can actually loose bodyfat % level. Though your level might drop, or retain the same, you are still likely to gain SOME fat. If your looking at yourself in the mirror at the end of a bulk saying "I hope there is something under there", you likely have done it incorrectly. The muscle should heavily, and I mean heavily outweigh the fat.
Building muscle takes time. Ask any experienced lifter.

True, but I would like to re-emphasize that eating too much clean foods will grant you plenty of fat as well.

so should one only go 300 cals over maintenace? because i was telling someone in my gym to eat as much as they could since they were on a bulk (with a PH) or is there certain acceptable times

well you shouldn't just dive into a 3500 calorie diet, you start off like 300+ and steadily increase
