First off I'm a 5'9" 170lbs. This November will be two years of training for me. Since the begining of August I have been doing an a low volume training program based around big lifts I have 1/2 lb and 1 pound plates every week I'm adding a minimum of 1/2 lb to the bar even more. WTF is wrong with me I'm not growing at all I'm about ready to give up its starting to depress me.

You can't grow if you aren't eating a lot, and I don't know what your program looks like, so I can't give you advice there. At any rate, genetics will effect you on how much you grow and how much strength you are capable of gaining. You are surely capable of getting bigger, but I don't know enough of the story here.
