im pretty sure this is normal but my outer tricep is more noticeably then the inner, and i do plenty of exercises for them. rope pull down,cable bar push down, skullcrushers, dips, db presses. so im wondering which exercise specifically, if any, isolate the inner tricep?

Have you tried reverse pull downs?
I find they work it really well.
