You're gaining weight too fast (20 pounds in about 10 weeks), and, I can't say for sure without a before pic, but I'm guessing that most of your weight gain is fat. Gaining anything more than 0.5-1lb a week will have you packing on the fat. You need to lower your calories. You don't have much in the way of mass on your frame, but I would even suggest a couple of months of cutting before you resume bulking. Please post your present diet and work out plan so you can get some help.

Thats quite a bit more than 16%, I'd put that at more like 22%
The mid teens loose definition around the mid section but don't appear chubby, I'm around 15% or so and though my abs don't show thorugh relaxed I don't have a sizable amount of fat that I could actually get hold of.
You've definately been bulking more fat than muscle unless you were already a high BF percentage.
I'd get yourself down to 12% and try again, this time with protein being the staple of your diet and possibly some cardio even whilest bulking"Yeah, and I'm a Dutchman"

Before i really started looking at the forums, my friend convinced me that the only way to get big was to eat a lot of anything and not do any cardio and then later cut. But...
Recently after doing some of my own research on these forums, I've decided to try to cut down to about 10-12% BF (eating as clean as possible and limiting my caloric intake and running 2-3miles, 3 times a week) before i start doing a clean bulk. Heres my diet:
meal 1 - 700am
1cup cereal
2cup milk
1apple
meal 2 - 10:00am
some fruit
meal 3 - 12:00pm
2 wheat bread
turkey
swiss
pickles slices
meal 4 - 3:00pm
1banana
meal 5 - 7:00pm
8oz lean meat
boiled rice
multivitamin
I've read that you should have 6 but thats reall hard to fit into my schedule. this would be good enough right? am i missing anything essential? I think my protein intake may be kind of low. Any advice is appreciated.

It's important while you loose the fat not to stop lifting weights. You still want your muscles to be stimulated so you loose as little muscle mass as possible.
As for your friends advice it's quite poor. Eating a lot is important. Eating a lot of anything is not going to work though. Muscles are made from protein so this is what you need a lot of, up to 300g a day would be beneficial for you. Good carbs from fruit, veg and whole grain foods are also good, white rice/bread/pasta though not incredibly bad for you is not ideal, not are sugary sucrose based drinks and sweets
You also need fats as well, and the best sources for these are fish, eggs, nuts and olive oils
You've done whats known as a dirty bulk, which if you are an ectomorph can be necessary but you look more like a mesomorph to me. You want to eat good clean foods in abundance and avoid the crappy stuff
And next time you bulk monitor your body fat, if it is drifting up quickly again then you would benefit from cardio during your bulk"Yeah, and I'm a Dutchman"

Yeah, your diet is no good. You need protein at each meal, whether you are trying to gain or lose weight. And make six meals fit your schedule, if you can't do it then you maybe shouldn't try at all. Sorry if it seems harsh but you can take shaker bottles and bars anywhere; chug it in your car if you have to; it only takes a minute. Most people who start training do not eat enough food or drink enough water.

I am but that has nothing to do with my estimate.
We're debating over about 3lb of body fat here remember, thats like a big tub of butter spread over your entire body
