I can just barely see them when not flexing, but they look great when I flex. My question is does that mean I'm at a low enough bf% for them to show w/o flexing and that my abs are just too weak to show, or does that mean I still have too much fat covering them. I know 10% bf if the general rule to seeing your abs but I'm not sure if that means flexing or not flexing. Oh and my abs should be weak because I hardly worked them while bulking up.

You can have low bodyfat and still not see your abs when your not flexing just like what you are complaining about. I used to have the same problem. I believe it comes with experience and mature muscle development. I have been working out for about 2 years and I can almost always have an outline of a 6 pack. just keep it up man you'll get it.
