Smile Cut or Bulk??

Hey Ladies

This is my first time posting on this forum, so please be gentle At the moment I'm 5'2.5 138 # 24.9% BF 36-26-38 . I want to get down to maybe 16% BF. What's the best way to do this? I tend to carry most of my weight in my lower half. Most people are shocked when I tell them how much I weigh. My upper body is pretty lean after about of year of inactivity. I build muscle mass fairly quick so is it better to cut or bulk first? I have a pretty good idea what I need to do diet wise but I need a little direction on how to get started. To better motivate myself I bought a burlesque dancer costume that I plan to wear next April. So leaning up is my primary goal.

I have to clear you up on some things.

Cut- meaning you have worked out built up good amount of muscle and want to cut the fat off the top of them so you can see your hard earned work. Cutting is usually referred to when a bb, fitness, or figure competitor needs to do when they get ready for a show about 16 weeks out. Cutting out certain things out of their diet to lower the bf so when they get on stage they are lean.
