What seems to be best for strength/mass?
I find DB easier to do because I can get my arms and just the right angle, but I don't know that it's necessarily more effective than BB.

With shrugs I like to use plate loaded equipment that locks the bar into a strict line so it can only go up and down. This is just a preference of mine. Both the smith machine and the hammer strength squat-lunge machine offer this. I like the second one because the handles are in a neutral position much like doing DB shrugs.
