Well it depends what your looking at exactly, going by whats circled there, superficially its the external oblique muscle, on a deeper level its the inguinal canal...

Thanks..I was looking at an anatomy picture and got confused with some other names.

hehe, its the inguinal ligament, its not a muscle, it cannot be trained.

I've seen it referred to as the adonis belt. I believe it's a tendon, as illustrated up there in the pictures idontworkatballys posted.
