Prior to 1994 when this law was amended, the statute read ?fined not

I'm pretty sure the purpose of such law(s) is to prevent people from making currency unfit to use for further trade, thereby requiring the mint to produce more currency. Grinding a word off a dime does not hinder anyone's ability to use it as 10 cents, nor does writing a message on a dollar bill. But if you melt the dime down into a shape that no longer resembles a dime or tear up the bill into a piece smaller than 5/8ths (I think that's the rule, correct me if I'm wrong), then you are making it impossible for someone to use the currency again. Then it's illegal.

I'm sure this distinction is pretty meaningless to a person willing to waste the FBI's valuable time by reporting someone with whom they are having an e-fight over religion and take a screenshot of said report.
