I'm 15 and trying to bulk up, I'm between an ectomorph or mesomorph, I'm skinny But not skinny fat, I'm around 10 percent body fat. I've heard that it's impossible to lose fat while gaining muscle but I've seen lots of transformations where people have gone from being skinny fat to being lean and muscular. Is this really possible? If so how do I achieve this, do I still eat in a caloric surplus?

No, you cant lose fat while gaining muscle, those transformation videos are a collage over a long time frame where they go from bulking to cutting, if you are a complete beginner (as in less than a couple months) to weight lifting or exercising then maybe just a little, and also if you are on steroids it would be possible, but if you have been working out for a little while now its not possible, but you really shouldn't worry about getting "fat" right now because your 15 and your growing and your at 10% BF, I would just focus on gaining muscle and getting stronger for now and then worry about the little extra fat you have gained later, just eat 300 more calories over you maintenance (make sure to account for how many calories you burn while exercising) and you will gain mostly muscle

Concentrate on your OWN bodys' weaknesses and strengths which, as you age, you will find out what those are

I would say it's possible. Others would say it's not.
95% of my training history has been in a substantial deficit. Not on purpose, that's just how the cookie crumbled. You need the following ingredients
A) over fat begginer
B) muscle memory
I'm not sure you can build muscle in a deficit unless you have one or both of those 2.Recent best lifts
Bench - 225x13, 235x9, 250x5, 280x1
Squat - 295x10, 340x5, 375x1
Deadlift - 430x12, 450x9, 485x5, 515x1
OHP - 150x11, 170x6, 185x2, 190x1
3 mile run: 21:59 @ 170 bw.

You're 15 years and already lean, you need to gain weight in order to maximise growth.
Eat enough to gain about ~2 pounds per month. If not, eat more.Recommended science based fitness & nutrition information:

It's not a binary situation. Muscle gain or loss is happening at different rates all the time. The net effect over time is what matters if you are trying to build a physique.
A deficit tends to reduce rate of muscle growth. At some point this tips over into muscle loss. However, if you think about a surplus, there is probably some soft upper limit of muscle gain before it all becomes fat gain.
