For me, cardio is best done early in the morning. I'll get up at 7am every morning to run 4-5 miles. It's ROUGH getting up in the morning. But once you force yourself into your trainers and get on the road, it gets easier. And it's a great start for the rest of the day. I feel more energized, happier, more self-aware. It's just an all around great experience.
Now, when I run at night, I still get the same benefits. The only difference for me is that I have a harder time going to sleep because I'm so pumped up from the run!

Depends what your goals are
I think that when you do cardio depends on what your goals are. If you are training as a bodybuilder specifically (ie: to gain mass, etc) then you will likely want to do your cardio so that it does not detract from the intensity of your weight training. I don't really think that it is possible to say what the "best time is."
Personally, my training goals are 1. To Lose Fat 2. Heart Health 3. Tone and maintain muscle mass.
So, I do cardio at various times during the day--sometimes during my weight routine as interval training. For example, yesterday I did giant sets of Dumbell Bench, Flys, and cable crossovers (12-15 reps), then did 2.5 minutes of box jump plyos--with 40 seconds of rest in between. I did 3 sets of this, and then moved on to similar sets with a triceps/2 minute treadmill sprint. etc. Very time efficient and an incredible workout
Other times I will do cardio after, or before. Today my cardio consisted of rapid fire wood spliting with an axe(ala the outdoor lumberjack games), because I had a bit of soreness in my left knee. Unbelievable workout and lung burn.
My point I guess is that the best time (and best type) of cardio I do depends largely on feel, and what I think is going to allow me to get after it the hardest.
