Cool Diet/Supplements 101... help pls- I have no idea what I'm doing!!

I want to build muscle on my body, but I have fat on my arms, butt/lower back that I need to get rid of also. Right now I'm 110bls w/ 18% bodyfat.

Should I be taking protein and lifting, or doing mainly cardio first to get the fat off and THEN gain the muscle? From what I've seen, I've thought about using protein and NO-Explode- but what vitamins, and where do I add/substitue the protein? Here's the diet I plan on following once I get back in the states (I'm in Korea for the next two weeks and ironically enough living off of chinese and japanese food... sure I could make my own, but I'm just going to enjoy it for now.)

    -8 AM breakfast
    Organic oatmeal
    Banana
    Grapes
    Decaf w/ milk

    -10 AM snack
4 Ritz wheat crackers w/ 1 tbsp natural peanut butter
    Apple
Green salad w/ almonds and natural ranch (mono and polyunsat. fat- no sat/trans)

*morning workout - pilates 1/2 hour

    -1 PM lunch
Tuna on wheatbread w/ 1 tbsp mayo
    Orange
    Raisins

    -3 PM snack
    carrots and celery w/ ranch
    grapes
    almonds

*evening workout - 1/2 hour cardio, 1 hour weight training

    -6 PM dinner
    grilled chicken breast
    broccoli
    wild rice
    small glass red wine

It does seem like I eat a lot, but I'm supposed to eat every 2-3 hours because I'm hypoglycemic :/ This is in addition to 80 oz. water.

What should I change about this, and where would I put in supplements? Any general info would help, I really know nothing about any of this. Thanks!!
