I've just started going to the gym for the last 4 weeks, and i go 4x a week, i can notice every body part of mine getting bigger, except my biceps they seem to stay the same each week or get smaller.

Chances are they aren't getting smaller, that's just in your head. Truth being told, some people do have stubborn bodyparts that don't seem to grow. However, 4 weeks is hardly enough time to guage how well your biceps respond to training!! Most workout programs take about 6 months for enough evidence to guage whether or not a program does or does not work.
