Assuming that food=muscle growth, is it possible that I'm not eating enough if my shoulders are growing uncontrollably, but my chest and biceps wont?

Logically, I don't really see how that would make sense. The point of food is the intake of nutrients for your body, but I can't think how it would 'target' certain areas of your body. If there was a correlation present between your diet and your problem, it seems like that would imply that your shoulders are getting more nutrients than your chest/biceps.
Just my take on that, but I doubt that it is food related. Switch up your exercises to try different methods, and be sure you aren't overtraining.
