because powerlifters are powerlifters and not bodybuilders.
Height 5'11
weight 165
PR's:
DEADLIFT RAW: 345 x 1 reps
SQUAT RAW: 275 x 3 reps
BENCH RAW: 185x1rep (incline)
Both no belt straps, no chalk or nothing.
Just practically naked doing them!

Powerlifters don't care if they're fat. When BBers cut they loose strength. We do everything possible to retain our strenght.
6' 260lbs
Squat: 270 Kg(595 lbs)
Bench: 165 Kg(364 lbs)
Dead: 245 Kg(540 lbs)
Total: 680 Kg(1499 lbs)
'06 Goals:
300, 200, 300 for an 800kg total
Get back to 242lb class

Powerlifters train to move as much weight as they can, it doesn't matter whether they have a gut or abs. Abs won't win a meet or make you bench/squat/deadlift more, strength does.
Most of the larger PLers you're thinking about are the SWH class who don't need to make weight for any given class.
Hope this helps.

Not all powerlifters are fat. As somebody else said, look at the lower weight classes, they aren't fat at all.
If you are talking about the super heavy weights, then it is simply because they dont care whether they are fat or not. It has nothing to do with their goals. I am sure if they wanted to, they could eat healthier and lose some weight, like Garry Frank did, but most of them have no interest in that.

I'm pretty sure an IFBB pro is a powerlifter (forgot his name but i'll look him up) and also the worlds strongest man (mariusz pudzianowski) is ripped as hell. Pretty much with a really strict diet and enough cardio to keep fat levels in check you can stay cut.
SUMMARY
You can be pretty damn lean as powerlifter or strongman but it's just another factor you have to worry about and most of them...well don't.

Many great points have been made, but in addition, a number of powerlifters deliberately add that fat on to themselves because without the proper cushioning on their joints they can severely injure themselves with all of those 80% of max + lifts.
They see indoctrination and they call it "morality", "professionalism", or "maturity" depending on the context.

Also, a fat gut makes it easier to bounce out of the hole while squatting.
My guess is that well over 80 percent of the human race goes through life without having a single original thought. ~H.L. Mencken

Some people actually try to stay in certain weight classes. It's easier to get there with weight in fat than weight in muslce. You also have it the other way around. I just went a weight class lower making me pretty lean.

another theory is that since in powerlifting style benching a huge factor is the ability to cut down on the distance you need to move the bar, the huge amt of body fat lowers that range of motion to like 4 inches

also cutting increases your chances of injury

It's because they are constantly trying to gain muscle mass so you must increase your caloric intake and they will probably usually overdo it and never want to cut and possibly lose muscle
