Are these the exact same thing? If not, how do they differentiate. Thanks.

i dont think thats right, based on what I have read
I read that groats are considered the whole oat, but with the hard-to-chew outer shell removed. Basically, groats are like steel-cut oats before they are "cut with steel". Oat bran is only the outer layer(not shell) of the oat. This part has the most fiber of the entire grain just like wheat bran would.
Groats are technically less processed than steel cut oats, but take so much longer to cook so its not really worth it in my opinion.

Almost everything--all external expectations, all pride, all fear of embarrassment or failure--these things just fall away in the face of death, leaving only what is truly important. Remembering that you are going to die is the best way I know to avoid the trap of thinking you have something to lose. You are already naked. There is no reason not to follow your heart.

Oat Groats = you take the harvested oat and remove the inedible hull - this is most whole-grain since it contains the bran, the fiber, the whole seed - but they take longer to cook
Steel-cut = you cut up an oat groat - because it's cut, it takes less time to cook (sometimes this is called Irish Oatmeal)
Scottish oatmeal = you crush the oat groats with a stone - that's why scottish dudes are pretty huge
"Old Fashioned" oatmeal = you take an oat groat, steam it, rolled it flat, and then toast it dry again - this is a pretty processed way to eat oatmeal
Instant oats = you FUBAR the oat seed
