18M/154 lbs/ 5'8" weird kinda fat dude that needs help

I'm pretty much a lifting noob that is kinda fat i guess. Right now my main goal is too look better overall. Right now i look like some kind of potato humanoid. My ribs are easily visible but i have a strange tummy thing and some fat on my chest. I've done research into beginner workout plans and nutrition but I'm completely lost as to if i should start off my gains adventure with a bulk or a cut or what would be most efficient given my circumstances.

That's OK and usually accounts for having a normal looking body. Training with weights and eating well will build you up.
