First of all, there is no steadfast rule that says do not train bicep two days a week. Workout out is an entirely individual thing. Different people respond to different things, and in that, noone can ever tell you exactly what to do. There are definitely guidelines, averages, and rules of thumb, but exactly how you work out really will be based on how your body responds to a particular way of training. So training biceps twice a week doesn't mean "no growth". It may not be optimum for some, but noone can tell you whats optimum for you but you.
In saying that, i've toyed around with different ways of doing it, and what works most effectively for me is doing every major bodypart once a week, but putting tris with back and chest with bi's lately, and its worked out well giving my arms a minor and major workout each week. Again, that's what works for me and certainly isn't an indicator of what will work for you.
So the main questions to ask are, what exercises do you do/how many sets/reps, how does your diet look, and most importantly, what kind of gains have you made over your 2 and a half years using which programs??
