I have the same problem...
I believe its genetic that some people hold more fat in the glutes and hams area. I can get my upper body ripped much quicker than my lower. My legs come in the last 4-6 weeks...well after my upper body stops changing. My first show I did I just watched my abs, they looked good. Afterwards I saw the pics of my legs and they were terrible. So now I base my progress totally on my legs. I have been dieting this year for 11 weeks now and my legs just starting getting deep grooves at week 9, my upper body is great...paper thin on chest, shoulders, back is striated. So it could be genetic becuase Im training legs harder than ever ( 30-36sets ) in 50 minutes to exhuastion and they still take the longest to come in. Good luck!
