    Shoulders too small for arms...

How do I solve the problem of my shoudlers seeming too small for my arms. I can't stand it. I want boulders for shoulders, but I train thema ll equally. Increasing the training of my shoudlres will just make me overtrain them, and stopping training my arms would be pointless and tough for back/chest.
