Cut or bulk?

If this goes somewhere else feel free to move, I couldn't figure out a better place for it.

Ok so the first issue is my body shape. I don't have a huge BF% (roughly 15%) but it all accumulates in my stomach, thighs, and glutes. Which means my lower legs and arms are hard but my ass takes a long time to stop jiggling if I've moved sharply. Well you get the picture. Skinny-fat I think they call this? So I have the dual issues of being lanky overall but fat in some areas. I started with the lanky part and I've been working out with good routines and eating loads. Since I started in April I put on a good 15-20 pounds. Now I'm 190 and considering doing a cut cycle to 180-185 just to drop off a bit of fat.

The problem comes in with the fact that I haven't trained in a month (in the woods) and my lifts have all gone down significantly. My squat went from 170 to 135. My bench from 135ish to 115ish. I find out how much of a beating my dead and military have taken today. So starting to cut at such low numbers would leave me less fit overall possibly, even if I did lose the fat.

Are loses lost due to not training for a month harder, easier, or same to gain back as they were to gain in the first place. Is it all jsut neurological strength that can be regained quickily as your mind remembers the ****e? If so, would I be able to get back to my old numbers and even exceed them if I cut at like 500-1000 kcals a day? Or should I keep bulking if strength is my priority, even though I look terrible with a shirt off?

How is that possible? I thought you can only gain muscle if you hvae a caloric excess and can only lose fat if you have a caloric deficit.
