What kind of routine should she do? help me develop a split or something for her. She just wants to tone.

i'm assuming she's completely new to lifting....so we gotta start basic
I'd have her do this -
day1 - lift
day2 - cardio
day3 - rest
day4 -repeat
if she is comfortable with freeweights - great. if she is willing to learn, have an experienced lifter show her correct form with light weight or get a trainer. most likely she'll use machines.
so here's the routine -
Leg Press
Leg Curl
Crunches
Incline Press
Cable Rows
Pulldowns
Shoulder Press
Calf Raise
2 sets each 12-15 reps so she can learn the movement and i notice women tend to respond better to higher rep ranges

I think the first consideration is her health history.
Has she worked out before?
What state is her body in now?
Has she had blood pressure, Chol etc measured?
Bf measurement?
Her goals must be more clearly defined, toning tells us nothing.
Do/check all these before even considering having a workout plan, as a rank beginner must have a loading phase to get them used to how exercises feel. Best thing would be to get female friends who are also interested in working out.
Personally I suggest a heavy DC workout style to start with!

I keep seeing people who want to just "tone" and not want to gain any real muscle mass or lose fat. You think that just by lifting weights you'll get huge? Don't you see the struggling ecto in the corner of the gym? He's probably been at it for a while, seeing no gains! My training partners say they just want to lose a few pounds, not get too extreme, so they do little excercises with little intensity. WTF? It's not easy to get swole. People have to work at it, and where you stop is up to you. Just train intensly and smartly until you reach your goals. If you train with less intensity then it'll just take longer.
Ok... back to your mom. Get her a doc's appointment first, and then start her off with cardio and a basic workout plan. A personal trainer could definitely help.
