Thats BS. Prolonged cardio without any heavy resistance training for extended periods of time is what causes deterioration of muscle mass. Thats why when cutting, a routine that you would usually use for bulking should be implemented atleast twice a week (full body routine). Im cutting at the moment, so I do 20 - 40 minutes of cardio per gym workout and atleast a solid 45 - 60 minutes on the weights, which is a full body routine. Heavy on the upper body, lighter on the legs for obvious reasons.
Owe more reps to:

If you're trying to build muscle then doing cardio on your OFF days can be a good idea. You just shouldnt do more than 15 mins of it (So make sure its high intensity).
The reason you may have heard ppl say not to do cardio while bulking is because it burns calories(duh), so you need to consume more calories to cover the ones burnt (make sure they are clean). The problem arises when people don't eat to compensate for the calorie loss and end up with a calorie defecit for the day, which causes muscle loss.
